DISCUSSION
City Council approval is requested to enter a Memorandum of Understanding (MOU) with GovEx, for the establishment of a study related to business licenses and permitting data management and performance, under the What Works Cities initiatives (WWC).

The WWC team has identified data management and performance and analytics as the two areas GovEx can assist the City of Long Beach in advancing the commitments focused on business licensing and permitting. The goal of this study is to improve and advance the City’s ability to treat data as a strategic asset, leveraging it more effectively for reliable insights and more efficient service provision, and deliver results by strengthening its performance analytics systems and processes. This will promote a culture of using data and evidence to provide support for potential and existing businesses. This study will last approximately 120 days from inception.

The study is funded by The Bloomberg Family Foundation, Inc., which established the WWC and was launched by Bloomberg Philanthropies in April 2015. WWC is a national initiative to help 100 mid-sized American cities enhance their use of data and evidence to improve services, inform local decision-making, and engage residents.
