DISCUSSION
City Council approval is requested to enter into a contract with Hoffman Southwest Corp., dba Professional Pipe Services, to perform the inspection of customer-owned sewer pipelines and identify the location of any natural gas pipeline intrusions.

As a requirement of the US Department of Transportation regulations for gas distribution integrity management, the Long Beach Gas and Oil Department (LBGO) is actively engaged in identifying and repairing gas pipeline intrusions into sewer pipes at various locations within its service territory. On occasion, using trenchless construction methods to replace gas service pipelines result in damaged unmarked sewer pipes. LBGO currently employs locating services to ensure sewers are identified prior to performing work to prevent new sewer intrusions; however, it is necessary to conduct investigations to address any instances that may have occurred from prior work. The scope of work is consistent with LBGO’s Distribution Integrity Management Plan.

The bid was advertised in the Long Beach Press-Telegram on December 4, 2017, and 8,562 potential bidders specializing in professional and technical services, and civil engineering were notified of the bid opportunity.
