TITLE
Recommendation to adopt resolution expressing the City's commitment to serve as Local Redevelopment Authority for the closure of the Schroeder Hall U.S. Army Reserve Center, located at 3800 Willow Street.  (District 5)
 
DISCUSSION
The City was recently notified that the U.S. Army declared the Schroeder Hall U.S. Army Reserve Center, located at 3800 Willow Street (Attachment I), as surplus property. The 5.5-acre site has been classified as surplus in accordance with the Base Realignment and Closure Act (BRAC) of 1995.  
 
Under applicable base closure regulations, the City can elect to form a Local Redevelopment Authority (LRA) to undertake responsibility for articulating community goals in the reuse of the property, and to select the ultimate reuse option. The requested action expresses the commitment of the City Council to act as the LRA, and to take responsibility for developing a reuse plan for the Schroeder Hall Army Reserve Center that will balance the economic, social and community housing needs of the community. As the LRA, the City may also be eligible to participate in the State's match program for Office of Economic Adjustment grants for BRAC reuse planning.  
 
This letter was reviewed by Assistant City Attorney, Michael Mais, on May 12, 2006, and Budget Management Officer David Wodynski on May 15,2006.
 
TIMING CONSIDERATIONS
Consideration of this item is requested on May 23, 2006, to expeditiously proceed with the reuse planning efforts for Schroeder Hall Army Reserve Center.
