TITLE
Recommendation to determine that the granting of Facility/Pipeline Permit Supplement No. S-3-11, under existing Facility/Pipeline Permit No. P-239-11 to The Boeing Company, will not be contrary to the public interest; and authorize City Manager to issue said permit supplement in accordance with Section 15.44.060, Permit Issuance, of the Long Beach Municipal Code. DISCUSSION
The Boeing Company has filed an application for Facility/Pipeline Permit Supplement No. S-3-11, under existing Facility/Pipeline Permit No. P-239-11, to install four lengths of piping across McGowen Street south of Brizendine Street, and install three lengths of piping across Schaufele Avenue north of Cover Street. McGowen Street and Schaufele Avenue are located in the new Douglas Park development. See the attached vicinity map for the installation locations. The pipes range in size from two to six-inches in diameter, with lengths of 68-feet where they will cross McGowen Street and 58-feet where they will cross Schaufele Avenue.
This installation will allow The Boeing Company to remediate area groundwater by extracting it through wells and delivering it through these proposed pipes to an off-site treatment system, where it will be treated and injected back into the subsurface through other wells. In addition to the extraction and injection of groundwater, the piping will house fiber optics for communications, wires for meter controls, and power for pumps and valves.
The Department of Public Works reviewed the application and found the proposed piping to be compatible with existing installations and not an obstacle to any street use or any known proposed developments. Traffic control requirements stipulated by the Traffic Engineering Division will be made a part of the special conditions for the excavation permit.
