DISCUSSION
Since 2008, the County of Los Angeles has provided the City of Long Beach Department of Health and Human Services (Health Department) funding to administer the Homeless Veterans Initiative (Initiative). These funds provide for specialized outreach to chronically homeless veterans currently experiencing homelessness in Long Beach. The Initiative expands specialized outreach and assists homeless veterans with achieving housing stability. This program provides outreach workers, a case manager, and a homeless impacts coordinator to ensure strong support for homeless veterans.

Program participants are provided with access to housing and services that include assessments and linkages to stabilization services such as healthcare services, housing placement, and housing retention. Eligibility for program clients is subject to verification of veteran status. The Health Department operates the Initiative through the Health Department’s Multi-Service Center (MSC).

This matter was reviewed by Deputy City Attorney Linda T. Vu and Revenue Management Officer Geraldine Alejo on December 19, 2018.

TIMING CONSIDERATIONS
City Council action is requested on January 15, 2019, to allow reimbursement for activities funded by this project.

FISCAL IMPACT
The total funding amount will be $329,324, for the period of July 1, 2018 through August 1, 2019. Sufficient funds have been budgeted in the Health Fund (SR 130) in the Health and Human Services Department (HE).
