TITLE
Recommendation to authorize City Manager to apply for the California Department of Resource Recycling and Recovery (CalRecycle) FY2013 Used Oil Payment Program (OPP3), to accept the grant funds and execute all documents necessary to implement the program, utilizing the previously adopted ongoing Resolution No. RES-11-0076. (Citywide)
DISCUSSION
The California Department of Resource Recycling and Recovery (CalRecycle), provides a payment program to local jurisdictions to promote the collection and recycling of used motor oil and used motor oil filters.
The State of California allocates funds to each jurisdiction annually, and grant amounts are calculated on a per capita basis from a fund of $11 million dollars. The grant expenditure period runs from July 1, 2012 to June 30, 2014. The City will use these funds to run its curbside used oil collection program. Additionally, the City will utilize grant funding to promote used oil recycling through various advertising and media outlets such as newspaper advertisements, refuse truck signs, and brochures distributed at Citywide events.
This matter was reviewed by Deputy City Attorney Amy Webber on June 11, 2012, and by Budget Management Officer Victoria Bell on June 15, 2012.
TIMING CONSIDERATIONS
City Council action on this matter is requested on July 3, 2012 in order to submit the grant application to CalRecycle before the August 1, 2012 deadline.
FISCAL IMPACT
The City of Long Beach will receive an approximate annual amount of $135,000 to continue to fund used motor oil recycling activities. The exact amount will not be known until August 2012. Grant funds are appropriated in the Refuse/Recycling Fund (EF 330) in the Department of Public Works (PW). Matching funds are not required. There will be no impact on local jobs.
