DISCUSSION
The Long Beach Winners Reaching Amazing Potential (Long Beach WRAP) program is a citywide 21 st Century Community Learning Center (21st CCLC) after school enrichment program provided through collaboration between the City of Long Beach (City) and the Long Beach Unified School District (LBUSD). LBUSD receives Long Beach WRAP funding from the State of California Department of Education 21st CCLC Grant Program. The grant provides funds for program staffing, supervision, and administrative support. Approximately 41 WRAP centers are currently in operation throughout the city.

On February 8, 2005, the City Council authorized the execution of agreements and increase in appropriations in the amount of $845,133 (Attachment A). Subsequent to the initial funding, Long Beach WRAP received additional monies and the term of the agreements was extended to provide for the following:

. May 3, 2005, the City Council authorized modification of the agreements of specified school sites to increase appropriations in the amount of $89,354 (Attachment B).

. August 16, 2005, the City Council authorized modification of the agreements of specified school sites to increase appropriations in the amount of $957,278 (Attachment C).

. June 20, 2006, the City Council authorized modification of the agreements of specified school sites to increase appropriations in the amount of $410,800 (Attachment D).
