TITLE

DISCUSSION
Waste Management (WM) currently provides residential recycling collection services to approximately 117,500 City-serviced refuse accounts. On April 21, 2015, the City Council authorized an extension of the current contract with WM on a month-to-month basis, not to exceed 12 months, to allow for the completion of a competitive procurement process to establish a new contract for recycling collection services. On March 22, 2016, the City Council directed the City Attorney to conduct a review of the procurement process. It is anticipated that this review will be completed in June 2016. Depending on the findings of this review, an extension of the current recycling contract may be needed in order to continue providing this City service to residents.

The current contract with WM expires July 1, 2016; therefore, the Public Works Department is requesting a contract extension on a month-to-month basis for up to six months with an option to extend the contact an additional six months.

This matter was reviewed by Deputy City Attorney Amy R. Webber on May 11, 2016 and by Revenue Management Officer Julissa José-Murray on May 24, 2016.

TIMING CONSIDERATIONS
City Council action on this matter is requested on June 14, 2016, to execute an amendment to the contract with WM before the end of the current term on July 1, 2016, to ensure that residential recycling collection is not interrupted during the procurement process.
