TITLE
Recommendation to authorize City Manager to execute a permit with Rod Edmondson, an individual doing business as OC Fitness Boot Camp, to use open space within City parks for group exercise classes and personal training for a term of two years, with three, one-year renewal options at the discretion of the City Manager or his designee. DISCUSSION
On November 22, 2011, Rod Edmondson, an individual doing business as OC Fitness Boot Camp (OCFBC), submitted a proposal to the Department of Parks, Recreation and Marine (PRM) requesting the use of open space at El Dorado Park West and Bluff Park for the provision and operation of an outdoor group fitness program. OCFBC was established by Rod Edmondson in 2004, and specializes in outdoor functional training for people looking to get into shape and improve their health.
OCFBC classes will initially consist of four, one-hour classes per site, per week. Personal training will consist of groups of one to two people per session, while small group exercise classes will consist of two to ten people per class. Classes/sessions will include circuit training, team games, weight training, yoga, and nutrition counseling. OCFBC will be responsible for ensuring that any items brought and used pursuant to its permitted use are removed promptly at the conclusion of each class.
This proposal is consistent with other PRM permits for this type of use, and helps address the growing demand for outdoor fitness within City parks and beaches. Approval of permits within City parks rests with the Parks and Recreation Commission, which approved the portion of the proposal relative to the use of open space in El Dorado Park West on December 8, 2011. However, as Bluff Park is within the Tidelands area, where permitting authority does not rest with the Parks and Recreation Commission, this permit requires approval from the City Council.
