TITLE
Recommendation to adopt Plans and Specifications No. R-6838 for California Avenue widening, from Willow Street to Spring Street; award a contract to All American Asphalt, of Corona, CA, in the amount of $904,904, and authorize a 10 percent contingency in the amount of $90,490, for a total contract amount not to exceed $995,394; authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments thereto;
Accept Categorical Exemption CE 21-13; and
Increase appropriation in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW) by $899,806, offset by reimbursement grant revenue. (District 7)
DISCUSSION
City Council approval is requested to enter into a contract with All American Asphalt (All American), for street widening and improvements on California Avenue, between Willow Street and Spring Street, which is in need of rehabilitation. The work to be done consists of replacement of damaged curbs, gutters, driveways and sidewalks; removal of an abandoned oil line; reconstruction of deteriorated pavement by cold milling and resurfacing; and installing pavement markers, markings, traffic striping, signage and curb painting. This project includes new sidewalk on the east side of the street. This is a joint project with the City of Signal Hill. The majority of the project area is located in the City of Signal Hill; however, federal Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) funds were allocated to the City of Long Beach. Federal SAFETEA-LU funds address transportation challenges such as improving safety, reducing traffic congestion, improving efficiency in freight movement, increasing intermodal connectivity, and protecting the environment, as well as laying the groundwork for addressing future challenges.
