TITLE

Recommendation to authorize City Manager, or designee, to execute a Master Joint Revocable Permit with the Port of Long Beach and the Port of Los Angeles (Ports), for installation and maintenance of natural gas mains in railroad rights-of-way jointly owned by the Ports, in an annual amount of $2,000, and a one-time Permit Processing Fee of $2,500.  (Citywide)

 

DISCUSSION

City Council approval is requested for the execution of a Master Joint Revocable Permit with the Port of Los Angeles and the Port of Long Beach (Ports) to install and maintain natural gas mains across railroad rights-of-way jointly owned by the Ports.  The Long Beach Gas and Oil Department (LBGO) currently maintains natural gas mains across the railroad (formerly owned by Union Pacific Railroad) in various locations within the city.  Additionally, a natural gas main will be installed in Lincoln Street to connect the steel pipeline system west of the railroad right-of-way to the pipeline system east of the railroad right-of-way for maintaining corrosion control by impressed current.  To perform work in these areas jointly owned by the Ports, LBGO will need to obtain a permit to cross under the railroad right-of-way.

 

This matter was reviewed by Deputy City Attorney Richard F. Anthony on March 1, 2018 and by Revenue Management Officer Geraldine Alejo on March 15, 2018.

 

TIMING CONSIDERATIONS

City Council action is requested on April 3, 2018, to ensure the permit is in place expeditiously.

 

FISCAL IMPACT

The annual permit fee will not exceed $2,000, and a one-time permit processing fee will be $2,500.  Permit fee costs are budgeted in the Gas Fund (EF 301) in the Long Beach Gas and Oil Department (GO).  There is no local job impact associated with this recommendation.
