Recommendation to authorize City Manager, or designee, to approve a fee waiver for the use of dock space for visiting vessels in Alamitos Bay Marina for the Long Beach Yacht Club’s Congressional Cup, in an amount not to exceed $4,000, during the period of April 28, 2020 through May 3, 2020. (District 3)
DISCUSSION
The Congressional Cup is a five-day event, hosted by the Long Beach Yacht Club (LBYC). It is a world-class annual sailing regatta for keelboats, and is the second-most prestigious competition globally for match racing, second to only The America’s Cup. During the competition week, dozens of races will be held, with ten of the world’s top match-racing skippers and crews participating.
The LBYC has requested that docking fees for visiting vessels, in an amount not to exceed $4,000, be waived for participants and support vessels docking at the Alamitos Bay Marina Long Dock adjacent to the LBYC. This sailing event attracts state, regional, and worldwide media attention to Long Beach, and additional revenues to local businesses such as hotels, restaurants, grocery stores, boating supply stores, and other retail establishments. These benefits outweigh the revenue loss resulting from the waived dock fees. This event is consistent with the Parks, Recreation and Marine Department’s partnering policy to support organizations that provide a service to the community and its residents by promoting the Long Beach marinas.

TIMING CONSIDERATIONS
City Council action is requested on March 17, 2020, to reserve the required dock space in Alamitos Bay Marina prior to the start of the event.
FISCAL IMPACT
