TITLE

Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, with the California Office of Traffic Safety to receive and expend grant funding in the amount of $49,784, for the Pedestrian and Bicycle Safety Initiative for the period of October 1, 2016 through September 30, 2017.  (Citywide)

DISCUSSION

OTS has awarded the City of Long Beach a $49,784 grant to support the Health and Human Services Department’s (Health Department) Pedestrian and Bicycle Safety Initiative (Initiative) for the period of October 1, 2016 through September 30, 2017.

The Health Department will use OTS funding to offer free pedestrian and bicycle safety workshops to elementary school-age children that reside in communities that experience a high number of traffic collisions.  In addition, the Health Department will distribute, and properly fit, free bicycle helmets to children living in these same communities.  The Initiative builds upon an OTS-funded program implemented last year that primarily provided bike safety education to community members.

This matter was reviewed by Deputy City Attorney Robin Zur Schmiede on July 11, 2016 and by Budget Analysis Officer Rhutu Amin Gharib on July 13, 2016.

TIMING CONSIDERATIONS

City Council action is requested on August 9, 2016, to be ready to commence the program on October 1, 2016.

FISCAL IMPACT

The total amount of the grant is $49,784.  Sufficient funds are currently appropriated in the Health Fund (SR 130) in the Health and Human Services Department (HE).  No match or in-kind service mandate is required, and there is no local job impact associated with this recommendation.
