TITLE
Recommendation to authorize City Manager to execute an agreement with the Gateway Cities Council of Governments regarding the Environmental Impact Report (EIR)/Environmental Impact Statement (EIS) for the I-710 Freeway Corridor. (Citywide)

DISCUSSION
The Gateway Cities Council of Governments (COG) has entered into a Memorandum of Understanding (MOU) with Caltrans, Los Angeles County Metropolitan Transportation Authority, the Southern California Association of Governments and the Ports of Long Beach and Los Angeles to establish a multi-jurisdictional structure to fund and govern implementation of the EIR/EIS associated with the Locally Preferred Strategy developed through the Major Corridor Study for the 1-710 Freeway Corridor. The MOU establishes an 1-710 EIR/EIS Project Committee and an 1-710 Executive Committee, each of which provides for and depends upon the participation of local elected and appointed officials.
Mayor Bob Foster co-chairs the EIR/EIS Project Committee with Nancy Ramos, Mayor of the City of Commerce and, along with Vice Mayor Bonnie Lowenthal, serves as a member of the 1-710 Executive Committee.

The Gateway Cities COG has established an 1-710 Fund to finance certain planning and administrative aspects of the project, including advocacy on behalf of the 1-710 corridor and administrative costs associated with meetings of the Project Committee, Executive Committee and Community Advisory Committee. To finance this Fund, the COG proposes to assess the cities that choose to actively participate in the planning of improvements to the 1-710 Corridor, and are impacted by the 1-710 Freeway based on population. As such, the City of Long Beach share has been set at $37,500.
