DISCUSSION
The Orange County Flood Control District is proposing to construct improvements to their Los Alamitos Pump Station and Retarding Basin located just south of 2nd Street and east of the San Gabriel River, as shown on the attached map. A portion of this facility lies within the City of Long Beach. In accordance with California Public Contract Code Section 21020.9, the County of Orange is required to obtain the City's approval prior to awarding a construction contract.
 
Staff has reviewed the project plans and a determination has been made that the project will not impact the City of Long Beach. In accordance with the California Environmental Quality Act, Mitigated Negative Declaration No. IP03-105 was filed by the County of Orange for this project.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway on March 28, 2007.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on April 10, 2007, to allow the County of Orange to proceed with contract award on April 25, 2007.
