TITLE
Recommendation to amend the Bylaws of The Long Beach Housing Development Company to designate the Director of Development Services, or the City Manager's designee, to serve as its President. (Citywide)
DISCUSSION
On September 21, 2010, the City Council amended and adopted the Departmental Organization Ordinance, which incorporates changes to the City organization. As part of these reorganization efforts, the Housing Services Bureau, which provides primary staff support to The Long Beach Housing Development Company (LBHDC), was transferred to the Department of Development Services.
The LBHDC's Bylaws currently call for the Director of Community Development to act as the President of the LBHDC. With the Housing Services Bureau and the LBHDC now under the Department of Development Services, staff recommends an amendment to the LBHDC Bylaws to designate the Director of Development Services, or the City Manager's designee, as the President of the LBHDC. The City is the only shareholder of the LBHDC, and as such, the City Council has the power to amend the LBHDC Bylaws.
This letter was reviewed by Deputy City Attorney Richard Anthony on October 19, 2010 and Budget Management Officer Victoria Bell on October 22,2010.
TIMING CONSIDERATIONS
City Council action is requested on November 9,2010, to expedite the amendment to the LBHDC Bylaws to designate the President of the LBHDC effective immediately.
FISCAL IMPACT
There is no fiscal impact and no local job impact as a result of this recommended action.
