DISCUSSION
On March 10, 2009, the City Council authorized the City Manager to apply for and accept American Recovery and Reinvestment Act of 2009 (ARRA) funding for the purchase of custom bike racks and protected bike parking. The project will expand the ongoing City program of promoting bicycle riding as an alternative transportation mode by installing unique theme-oriented bike racks throughout the city. A similar program of theme-oriented bike rack installations was recently completed and was a huge success for business owners and the general public. This project will provide for additional installations that could not be accommodated under the earlier grant program. Staff will work with each Council office to identify appropriate locations for bike racks.

City Council's adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite implementation of this project. The project was advertised for bids on October 8, 2009 and bids were opened November 18, 2009. Three bids were received. Information regarding the lowest responsible bidder, Dero Bike Racks, is provided in the attached contract award document.

This matter was reviewed by Deputy City Attorney Linda Trang on November 23, 2009 and Budget and Performance Management Bureau Manager David Wodynski on November 20,2009.
