TITLE
Recommendation to authorize City Manager, or designee, to execute a Memorandum of Understanding, and all necessary documents, with the City of Los Angeles Harbor Department to provide training opportunities at the Regional Maritime Law Enforcement Training Center, at no cost to the City of Long Beach, for a term of three years commencing from the date of execution of this agreement. DISCUSSION
City Council approval is requested for the Long Beach Police Department (LBPD) to enter into a Memorandum of Understanding (MOU) with the City of Los Angeles Harbor Department to facilitate training opportunities at the Regional Maritime Law Enforcement Training Center (RMLETC). This MOU establishes the relationship and responsibilities between the City of Los Angeles Harbor Department and the LBPD at the RMLETC. By entering into this MOU, both parties are committing to partner to develop training strategies for the protection of people, waterways, and ports; provide access to a law enforcement marine training facility; and provide law enforcement training opportunities for federal, state, local, rural, tribal, territorial, and other law enforcement agencies. The MOU includes an agreement with the City of Los Angeles Harbor Department to prioritize the attendance of LBPD personnel at any of the classes offered at the RMLETC in exchange for the LBPD's provision of certified instructors to the RMLETC.

TIMING CONSIDERATIONS
City Council action is requested on May 2, 2023, to ensure the MOU is in place expeditiously.
FISCAL IMPACT
There is no fiscal or local job impact associated with this recommendation. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
