TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any necessary documents including subsequent amendments, with the Los Angeles County Development Authority (LACDA), to accept and expend grant funding in an amount not to exceed $100,000 for career development services for the Carmelitos Public Housing Development for the period of October 17, 2022, through October 16, 2023, with an option to renew for two additional one-year periods, at the discretion of the City Manager. DISCUSSION
City Council approval is requested to accept and expend Los Angeles County Development Authority (LACDA) grant funding for Pacific Gateway Workforce Innovation Network to provide career development services for the Carmelitos Public Housing Development (CPHD).
Pacific Gateway Workforce Innovation Network (Pacific Gateway) administers various employment and educational training programs through the WorkPlace, Harbor Gateway WorkSource Center, Harbor YouthSource Center, Youth Opportunity Center (YOC), and partnerships with selected community organizations. These programs assist job seekers in acquiring skills leading to employment in high-demand occupations by local employers.
The funding is intended for Pacific Gateway to provide career development services for residents of the CPHD located in Long Beach. CPHD is a 713-unit housing community that has over 600 workable adults between the ages of 18-64. Pacific Gateway will be a key partner with the Job Plus Program (JPP) and develop opportunities for in-demand occupations in the growth industries in the Long Beach/South Bay metropolitan area and provide support services to CPHD residents. Services will include planning and conducting workshops, meeting with Carmelitos residents to assess education and work history, career counseling, skill development, and current labor market data and occupation work requirements.
