TITLE
Recommendation to adopt Plans and Specifications No. R-6710 and authorize City Manager to execute a contract and any amendments thereto with CSI Electrical Contractors, Inc., the lowest responsible bidder, in an estimated amount of $162,854 for the traffic control signal installation at the Park Avenue and 10th St./Deukmejian Drive intersection. (District 3)

DISCUSSION
In response to a student safety committee recommendation, the Long Beach Unified School District requested a traffic signal study for the Park Avenue and 10th Street intersection. The study was completed and a traffic signal was approved for installation in February 2003. Subsequently, the City applied for a grant through the Safe Routes to School program administered by Caltrans. The City Council authorized acceptance of the grant funds on August 10, 2004. .

The project was advertised for bids on August 4, 2006, and bids were opened on August 23, 2006. Eight bidders responded; two of which are minority-owned businesses and no Long Beach businesses. The lowest bidder for this project was Inspection Engineering Construction, Inc. (IEC), with a bid of $160,616; however, IEC's bid was subsequently withdrawn. The next lowest bidder is CSI Electrical Contractors, Inc., which is neither a minority- or woman-owned business.

This matter was reviewed by Deputy City Attorney Lori A. Conway and Budget Management Officer David Wodynski on November 2, 2006.

TIMING CONSIDERATIONS
City Council adoption of the plans and specifications and award of the contract are being recommended concurrently to expedite implementation of this project. City Council action on this matter is requested on November 14, 2006, to authorize commencement of the project. Due to lead time required to obtain traffic signal poles components, construction is anticipated to begin in February 2007 and should take approximately 100 working days.
