TITLE
Recommendation to request City Manager to provide a report regarding the City of Long Beach's ability to regulate the placement of above ground utility structures in public-right-of-ways, utility easements, private property, and park space.
DISCUSSION
As technology continues to make advances in the areas of telecommunications and the demand for electricity continues to increase, the placement of above ground utility structures will be an issue that municipalities must cope with.
For purposes of this agenda item, above ground utility structure shall be defined as any structure cabinet, electrical meter or any other appurtenance, including a pole or device attached to a pole, which is owned and used by an electric company, a cable company, or tele-communications provider to provide service. Above ground utility structure shall not include traffic or pedestrian control devices, infrastructure that uses water for fire suppression, safety devices, or temporary structures for emergency service.
To increase City Council and community awareness about placement of above ground utility structures, I am requesting the City Manager to provide a report to City Council regarding the City of Long Beach's ability to regulate the placement of above ground utility structures in public-right-of-way, utility easements, private property, and park space. Included in the report should be: Allowable placement location, screening requirements, property owner notification requirement, permitting requirements, and other requirements related to above ground utility structures.
