TITLE
Recommendation to request City Attorney to draft an amendment to Ordinance No. C-7814, which describes the requirements for service on the Belmont Shore Parking and Business Improvement Area Advisory Commission.

DISCUSSION
The Belmont Shore Parking and Business Improvement Advisory Commission was established in 1988 and then amended in 2002 as the advisory board to the City Council required as a result of the Parking and Business Improvement Law of 1989. The community has changed over the years. Today there are multiple resident groups in this community, but the ordinance requires commissioners to be members of a community group that no longer exists, which creates an obvious problem.

RECOMMENDATION:
As a clean-up item, the City Attorney is requested to draft an amendment to Ordinance No. C-7814, which describes the requirements for service on the Belmont Shore Parking and Business Improvement Area Advisory Commission. Specifically, it is recommended that the following change be made:
Section 6.A.(3) of the ordinance currently requires that one member be both a resident of the Belmont Shore area and a member of the Belmont Shore Improvement Association. It is recommended that this be modified to allow the appointment of a resident "at large", as opposed to a resident from a particular neighborhood association.
For purposes of the resident at-large position, Belmont Shore is defined to be (1) that area of the City of Long Beach bounded in general on the west by Termino Avenue, on the northwest by east Livingston Drive, on the northeast by East Broadway, on the east by Alamitos Bay and 55th Place, and on the south by the Pacific Ocean and (2) that area of the City of Long Beach bounded in general on the west by 39th Place, on the north by Ocean Boulevard, on the east by Termino Avenue, and on the south by the Pacific Ocean. A residence located on either side of a street named herein shall be considered to be within Belmont Shore.
