TITLE
Recommendation to adopt Plans and Specifications No. R-6760 for the rehabilitation of Long Beach Boulevard between Ocean Boulevard and 10th Street; and
Award project to and authorize City Manager to sign all documents necessary to execute a contract with Sully Miller Contracting, the lowest responsible bidder, and any necessary amendments thereto relative to the scope of work, in an estimated amount of $998,896, with a
15 percent contingency in the amount of $149,834, if necessary and if funds are available, for a total of $1,148,730. (Districts 1,2)
DISCUSSION
The infrastructure on Long Beach Boulevard from Ocean Boulevard to 10th Street is in need of rehabilitation. The rehabilitation work consists of replacing damaged curbs and gutters, driveways, alley entrances and sidewalks; trimming and root pruning trees; reconstructing areas of deteriorated pavement; cold milling and resurfacing the pavement; and installing pavement markers, markings, traffic striping, signing and curb paint. The vicinity map showing the project location is attached as Exhibit A.
In accordance with the California Environmental Quality Act, Categorical Exemption No.
CE-28-09 has been issued for this project.
City Council's adoption of the plans and specifications and award of the contract to the lowest responsible bidder are being recommended concurrently in order to expedite implementation of this project. The project was advertised for bids on October 28, 2009 and bids were opened November 25, 2009. Project outreach included direct e-mail notification to over 700 businesses including local companies as well as publications that provide contracting information to small contracting companies. Eight bids were received. Information regarding the low bidder, Sully Miller Contracting, is provided in the attached contract award document.
