TITLE
Recommendation to request City Manager to provide an update on the City's emergency and environmental preparedness for the anticipated upcoming EI Nino weather conditions.
DISCUSSION
According to climate experts at the National Oceanic Atmospheric Administration (NOAA), as well as climatologists worldwide, severe weather conditions are expected to begin soon in the Southern California Region. NOAA's Deputy Director of the Climate Prediction Center, Mike Halpert, states, "A strong EI Nino is in place and should exert a strong influence over our weather this winter."
According to a November 19, 2015 NOAA Bulletin: The current event is among the strongest on record and is forecast to persist into Spring 2016.
On November 10, 2015, the Long Beach Environmental Committee received a staff report from multi-departments on the City's preparedness for these expected severe weather conditions. The staff report detailed the City's multi-faceted approach to EI Nino readiness.
