TITLE
Recommendation to request City Attorney to draft an amendment to the Long Beach Municipal Code Chapter 9.65 and Title 6 to allow Animal Control related violations set forth in Long Beach Municipal Code Title 6 and Section 21.51.210 to be enforced by way of administrative citations.
DISCUSSION
The City's Animal Control Bureau is responsible for enforcing the municipal codes regarding animal regulation, including" unleashed dogs and dog noise.
According to the municipal code, violations of these regulations are considered criminal violations, pursuant to the California Penal Code.
By only allowing criminal enforcement of these regulations, the process is more time consuming and potentially far more expensive to address violations.
In 2005, the City adopted an administrative citation process for code enforcement officers which has proven to be very effective in resolving many of the problems more quickly and more cost effectively.
Providing our animal control officers with similar tools through an administrative citation process will potentially allow many violations to be more efficiently resolved, greatly reducing the costs to the City and the frustrations of residents who are negatively impacted by violations of animal regulations.
