TITLE
Recommendation to request City Attorney to prepare an amendment to Chapter 18.48 of the Long Beach Municipal Code by adding Section 18.48.195, relating to testing and operation of fire protection and life safety systems and equipment, as recommended by the Fire Marshal. (Citywide)

DISCUSSION
Title 18 of the Long Beach Municipal Code regulates the construction of buildings and structures. Title 18 is currently based upon the 2013 Edition of the California Building Standards Code. Staff from the Long Beach Fire Department (LBFD) Fire Prevention Bureau have reviewed State and City codes and are recommending an amendment in order to implement improvements to fire and life safety regulations. The amendment would be to Title 18, Chapter 18.48 - Fire Code.

The proposed Ordinance amendment provides that contractors, engineers, test companies and licensed and/or certified testers who perform inspection, testing and/or maintenance service on fire protection and life safety systems and equipment within the City of Long Beach are required to electronically submit all compliant and non-compliant reports to LBFD via a method approved by the fire code official. Electronic submission of reports will increase efficiency, submission timeliness, and provide readily accessible information on inspections, tests, and/or maintenance service performed throughout the City.

This matter was reviewed by Deputy City Attorney Kendra Carney on September 23, 2015, and by Budget Management Officer Victoria Bell on September 22, 2015.

TIMING CONSIDERATIONS
City Council action on this matter is requested on October 13, 2015 in order to implement improvements in reporting of inspections, testing, and maintenance service.

FISCAL IMPACT
There are no costs to the City associated with this request. There is no local job impact associated with this recommendation.

SUGGESTED ACTION
Approve recommendation.
