TITLE
Recommendation to authorize City Manager to approve an agreement, and any subsequent amendments, with Talbert Medical Group, Inc., for the period of March 1, 2007 through February 29, 2008 to provide professional laboratory services.  (Citywide)
 
DISCUSSION
The City of Long Beach Department of Health and Human Services (Health Department) Public Health Laboratory (Lab) provides professional laboratory testing services to hospitals, clinics, public health jurisdictions, and other medical providers for rates determined by the City's approved fee schedule. Talbert Medical Group, Inc., (Talbert) is a local health maintenance organization that provides medical and healthcare services, including diagnostic tests, to its members. Talbert will provide medical specimens to the Lab for testing procedures wherein the Lab will invoice Talbert for services provided. The agreement with Talbert is necessary to process Talbert specimens in accordance with their quality assurance requirements.
 
This matter was reviewed by Deputy City Attorney Lori A. Conway on March 19, 2007, and by Budget and Performance Management Bureau Manager David Wodynski on March 20, 2007.
 
TIMING CONSIDERATIONS
City Council action is requested on April 3, 2007, as the effective date of this agreement was set for March 1, 2007.
 
FISCAL IMPACT
Anticipated expense and offsetting revenue associated with this activity is included in the FY 07 and future adopted budgets of the Health Fund (SR 130) and the Department of Health and Human Services (HE).
