DISCUSSION
The federal Workforce Investment Act (WIA) funds received annually by the City, are
administered by the Workforce Development Bureau (Bureau) of the Department of
Community Development. The City Council accepted funds for the 2006-2007 Program
Year at its meeting of July 11, 2006. Those funds pay for job training programs and
business services delivered by the Career Transition Center, the Youth Opportunity
Center and the Center for Working Families.
To maximize services to residents and businesses of Long Beach and Signal Hill, the
Bureau engages the services of local community-based organizations to assist in
providing on-site case management, job development, counseling, vocational
assessment and other related services. In May 2006, the Bureau conducted a Request
for Proposals procurement for One-Stop Contract Services, and received three
responses. The Bureau recommends initial contracts with the California State University
Long Beach Foundation and the UAW-Labor Employment and Training Corporation,
while the third respondent, Long Beach Community Improvement League, will be placed
on an approved service provider list to be utilized as the need arises in the coming
months.
This letter was reviewed by Deputy City Attorney J. Charles Parkin on June 27, 2006
and by Budget Management Officer David Wodynski on July 19,2006.


TIMING CONSIDERATIONS
City Council action is requested on August 1, 2006, to facilitate processing of the
required documents:

FISCAL IMPACT
Sufficient funds are currently appropriated in the Community Development Grants Fund
(SR 150) in the Department of Community Development (CD). There is no impact to
the General Fund.
