Recommendation to authorize City Prosecutor to execute all necessary documents to receive and expend grant funding awarded to the City Prosecutor by the United States Department of Justice, Office of Juvenile Justice and Delinquency Prevention, for the Comprehensive Anti-Gang Strategies and Programs in the amount not to exceed $203,478 for a period ending September 30, 2016; and increase appropriation in the General Grants Fund (SR 120) in the City Prosecutor Department (CP) by $203,478. DISCUSSION
The Comprehensive Antigang Strategies and Programs (GASP) is a federal grant awarded by the U.S. Department of Justice, Office of Justice Programs, Office of Juvenile Justice and Delinquency Prevention (OJJDP). GASP was designed to support community partnerships to implement antigang programs in the following areas: (1) primary prevention; (2) secondary prevention; (3) gang intervention; and (4) targeted gang enforcement.
On September 17, 2014, the City Prosecutor's Office was awarded the OJJP's GASP grant in the amount of $203,478. The grant is a two-year grant beginning October 1, 2014, through September 30, 2016.
The City Prosecutor's Office has developed a Gang Prevention Strategy model that utilizes many elements of the Comprehensive Gang Model at its core. In 2013, the City Prosecutor's Gang Prevention Strategy was recognized as one of America's Best Neighborhood Programs by Neighborhoods USA, and the office is nationally recognized for its anti-truancy efforts and innovative gang injunctions. The Gang Prevention Strategy will benefit from the assistance of the City Prosecutor's Multistrategy Gang Coordinator (MGC) who will serve as a liaison between public agencies, a case manager for the youth and at-risk families, and providing community leadership to maximize limited public resources.
