TITLE
Recommendation to adopt Specifications No. RFP PR21-082 and award a contract to Katherine England, of Fullerton, CA, for the design and construction of mosaic sculpture art pieces for the Red Car Greenbelt public park, in a total amount not to exceed $100,000, for a period of one year; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including subsequent amendments; and
Increase appropriations in the Capital Projects Fund Group in the Parks, Recreation and Marine Department by $125,000, offset by a transfer of $125,000 from the Capital Projects Fund Group in the Public Works Department. (District 3)
DISCUSSION
City Council approval is requested to enter into a contract with Katherine England for the design, construction, and delivery of three mosaic sculpture art pieces for the Red Car Greenbelt public park.
The Red Car Greenbelt is a 3.66-acre park on the former Pacific Electric Right-of-Way, between Park and Ximeno Avenues. The original Red Car Greenbelt Park improvements were completed in March 2018. The original design for the improvements envisioned a location for a public art installation at the trailhead entrance on 4th Street and Park Avenue. After additional required planning and procurement process to identify the artist, the public art installation at the Red Car Greenbelt is now ready to proceed.
The Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on August 16, 2021, and 318 potential proposers specializing in the design and construction of public art were notified of the RFP opportunity. Of those proposers, 13 downloaded the RFP via the City’s electronic bid system.
