TITLE
Recommendation to request the Long Beach Housing Development Company to enter into a lease with the Wrigley Is Going Green Association to utilize 1950 and 1960 Henderson Avenue for use as a temporary community garden for a two-year term.

DISCUSSION
For over 10 years, the property at located 1950 and 1960 Henderson Avenue has been problematic and a terror for neighbors. Until August 30, 2007 when Councilmember Dee Andrews, joined by representatives from the Long Beach Housing Development Company, the Long Beach Housing Services Bureau, the Police and Fire Departments, the City Prosecutor's office, and numerous community members to demolish the two blighted apartment buildings that once ruined the 1900 block of Henderson. The buildings, containing nine total units, were located in a neighborhood where nuisance and criminal activities have been pervasive for many years.

The Long Beach Housing Development Company acquired the two properties in February 2007. Currently, plans are being developed, but it is anticipated that between two to four new housing units will replace the demolished buildings. Meanwhile, the lot has been vacant for almost two years and is currently not being utilized.

Wrigley Is Going Green (WIGG) Association was established in 2006, with the intent of improving the quality of life for local residence and the environment. WIGG provides a catalyst for neighbors and community development by stimulating social interaction, beautifying neighborhoods, and producing many community events for tree planting
