TITLE
Recommendation to authorize City Manager to execute all documents necessary to extend the terms of Agreement No. 30085 between the City of Long Beach and Central Parking Systems (Central) for parking management services for an additional six (6) month period, on a month-to-month basis. (Districts 1,2,3)
DISCUSSION
On March 30, 2007, the City entered into an agreement with Central for staffing and field management of the City’s surface lots and parking systems. The amended contract expires on September 30, 2012. A Request for Proposals (RFP) for parking services was published on January 5, 2012, and proposals from six vendors were received on January 31, 2012. City staff has been conducting an extensive review and analysis process that entails budget, operational considerations, revenue opportunities, delivery of service and capital improvements, while considering vendors and evaluating proposals. A six-month extension to the current contract is requested to conclude this process and formalize a recommendation to the City Council for a new, more comprehensive Citywide parking contract.
This matter was reviewed by Deputy City Attorney Amy R. Webber on September 14, 2012 and Budget Management Officer Victoria Bell on September 17, 2012.
TIMING CONSIDERATIONS
City Council action is requested on October 2, 2012 to ensure continuous parking, security and maintenance service for the City’s surface lots and parking systems during the RFP process.
FISCAL IMPACT
There is sufficient contract authority and funds budgeted in the General Fund (GP), Civic Center Fund (IS 380), and Rainbow Harbor Area Fund (TF 411) in the Department of Public Works (PW). This recommendation will provide continued support to our local economy by assisting in the preservation of six employees residing in Long Beach with employment.
