Recommendation to authorize City Manager, or designee, to execute an amendment to Agreement No. 34142 with Allstar Fire Equipment, Inc., of Arcadia, CA, for fire turnouts, to increase the contract amount by $800,000, for a revised total contract amount not to exceed $1,590,000, and to extend the agreement for an additional three months, through December 31, 2018. DISCUSSION
City Council approval is requested to increase the existing agreement with Allstar Fire Equipment, Inc. (Allstar), by $800,000, for a total amount not to exceed $1,590,000, and to extend the agreement for an additional three months, through December 31, 2018. This agreement is utilized by the Long Beach Fire Department (LBFD) for the purchase of fire turnouts to be worn by front-line sworn LBFD staff. Fire turnout coats and pants comprise an essential component of the firefighter’s personal protective equipment ensemble, providing protection against burn injuries while minimizing heat stress.
This agreement has been in place since October 1, 2014, in total not to exceed amount of $790,000 thus far. The additional funds will allow the LBFD to purchase a second set of turnouts for each front-line sworn fire staff. Turnouts often become contaminated with toxic and carcinogenic chemicals that are generated in fires, increasing the risk of cancer among firefighters. Providing firefighters with a second set of turnouts is the fire industry standard as a means of protecting their health. The purchase of a second set of turnouts will enable more frequent cleaning, inspection, and maintenance of firefighter turnouts and will ultimately lead to a safer environment in fire stations.
