TITLE
Recommendation to authorize City Manager to enter into a Law Enforcement Officer (LEO) Reimbursement Program Cooperative Agreement with the U.S. Transportation Security Administration (TSA) in the estimated amount of $410,000 for a period of one year, execute subsequent amendments, extend the term for up to four additional one-year terms, and increase the amount subject to pre-established not-to-exceed federal ceilings. DISCUSSION
Since November 19, 2001, the Transportation Security Administration has had authority to carry out Chapter 449 of Title 49 United States Code relating to civil aviation security, including responsibility for screening passengers and property at airports, and for mandating the deployment of law enforcement officer (LEO) personnel at each airport security passenger-screening location to ensure passenger safety and national security. The TSA has required Long Beach Airport to station LEOs at the two passenger screening checkpoints located at the Airport Terminal Building for 16 % hours per day, from 5:30 a.m. to 10:00 p.m. daily.

This year, the TSA invited airports to apply for the Law Enforcement Officer (LEO) Reimbursement Program. This program will reimburse airports for actual costs for the fully burdened rates of LEOs, within a fixed ceiling by airport category. The Long Beach Airport submitted an application for the first year of the LEO Reimbursement Program on June 20, 2007 for an estimated funding of $410,000. The performance period for the reimbursement program is from October 1, 2007 through September 30, 2012 but airports must submit an application annually for each of the four years following the initial one-year term. As available, increases may be applied for in each of the additional four years.
