TITLE

Recommendation to request City Attorney to prepare an ordinance amending Chapter 18.17 - Transportation Improvement Fee (TIF) of the Long Beach Municipal Code to include Traffic Engineering and Transportation Planning Studies, including the cost of a new TIF Nexus Study, as eligible uses of the City’s TIF fund.  (Citywide)

 

DISCUSSION

City Council action is requested to amend Chapter 18.17 of the Long Beach Municipal Code (LBMC) to add new eligible uses to the City’s TIF fund. TIFs are assessed by the City to ensure that transportation infrastructure and service costs are allocated to new development projects by existing City residents and businesses.

 

LBMC Chapter 18.17 defines TIF program, calculation, and eligible uses of TIF funding. Staff recommends amending the LBMC to include the cost of traffic engineering and transportation planning studies as eligible uses of TIF funds. Several different types of traffic engineering and transportation planning studies are needed to both meet state mandates and update fee structures. 

 

Additionally, it is imperative that a new nexus study be completed to update the current TIF and appropriately amend the LBMC to reflect the results of the study. 

 

This matter was reviewed by Assistant City Attorney Michael J. Mais on July 27, 2017 and by Revenue Management Officer Geraldine Alejo on August 17, 2017.

 

TIMING CONSIDERATIONS

City Council action is requested on September 12, 2017, to amend the LBMC expeditiously.

There is no fiscal or local job impact associated with this recommendation.
