DISCUSSION
In June 2007, the Workforce Investment Network responded to an RFP from the City of Los Angeles, and was subsequently awarded a contract in October 2007 to operate the Harbor WorkSource Center for the communities of San Pedro, Wilmington, Harbor City and Harbor Gateway. The San Pedro-based WorkSource Center functions similarly to the Career Transition Center, by providing employment assistance to adults and dislocated workers, and by partnering with businesses to meet their workforce needs.

The contractual partnership with the City of Los Angeles and its Workforce Investment Board was part of a larger strategy to allow the neighboring Long Beach and Los Angeles communities to better work together in tapping into the employment opportunities of the Harbor area and its twin ports. As expected, the two cities are working much closer on aligned approaches to providing residents access to jobs in transportation and warehousing (logistics), and both are working closely with the Ports to understand, plan for, and train residents for the jobs resulting from the cargo traffic, clean air strategies, and enhanced Homeland Security actions around those complexes.

This letter was reviewed by Deputy City Attorney Gary J. Anderson on May 16, 2008 and by Budget Management Officer Victoria Bell on May 30,2008.

TIMING CONSIDERATIONS
City Council action is requested on June 17, 2008 in order to facilitate processing of required documents.

FISCAL IMPACT
Sufficient funds are currently budgeted in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD). There is no impact to the General Fund.
