TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, between the City of Long Beach and the State of California Department of Education, for the provision of health and sanitation inspections for the Summer Food Service Program, in the amount of $3,210, for a period of three months. (Citywide)

DISCUSSION
For over 21 years, the State of California Department of Education (State) has provided federal funds to the City of Long Beach Department of Health and Human Services (Health Department) for the provision of health and sanitation inspections of the food service operations for the Summer Food Service Program within its jurisdiction. This program is provided at 28 sites located throughout the City, including schools and those within the Department of Parks, Recreation and Marine.

Inspections are made in accordance with State and local environmental health standards and may include: visiting feeding sites and performing temperature testing of the food as it is prepared, delivered or served; observing for safe and sanitary food handling techniques; and checking for proper storage and handling of food. Under this agreement, the Health Department will receive $3,210 for these inspections, which will be conducted during the summer of 2016 (July 1-September 14, 2016).

This matter was reviewed by Deputy City Attorney Amy R. Webber and by Budget Management Officer Victoria Bell on March 25, 2016.

TIMING CONSIDERATIONS
City Council action is requested on April 19, 2016, as the State is requesting that the agreement be expedited.

FISCAL IMPACT
The City will receive grant reimbursements in the amount of $3,210 to offset expenditures of the same amount. Sufficient funds are currently budgeted in the Health Fund (SR 130) in the Health and Human Services Department (HE). No match or in-kind service mandate is required, and there is no local job impact associated with this recommendation.
