Recommendation to authorize City Manager, or designee, to execute all necessary agreements and any subsequent amendments changing the amounts or extending the terms between the City of Long Beach and the South Bay Center for Counseling in the amount of $30,720 to provide Family Support Program Activities. DISCUSSION
The Family Support Collaborative was initiated by Los Angeles Department of Children and Family Services to collaborate with its community partners to enhance the capacity of the health services system to improve the lives of children and families. Family Support is a community services program built on the principle of family empowerment, a commitment to capacity building for local communities, and the belief that families are better served when they can easily access needed services in their own communities.
Within each of the County’s eight Service Planning Areas (SPAs), a lead agency was awarded a contract to manage the Family Support Program. The South Bay Center for Counseling (SBCC) was awarded the Family Support Program grant through the Los Angeles Department of Children and Family Services in 1996 as the lead agency in SPA 8. Since 1997, the Department of Health and Human Services (Health Department) has provided services under the Family Support Program.
Under the Family Support subcontract, the Health Department’s Center for Families and Youth (CFY) provides structured parent-child and/or family-centered activities to promote enriched activities for at-risk families. The program helps improve relationships between parents, children and families. Activities include family dinner nights, self-esteem building activities, parent-child trips to sporting and cultural events, and community holiday parties. Activities are designed to teach families how to spend quality time together, facilitate positive family interactions as well as how to interact with the community.
