TITLE
Recommendation to authorize City Manager, or designee, to enter into a Memorandum of Understanding, and any necessary documents including subsequent amendments, with the Federal Bureau of Investigation (FBI), to access the Jerry Crowe Regional Tactical Training Facility (JCRTTF), in Orange County, CA, for a three-year period. (Citywide)
DISCUSSION
City Council approval is requested for the Long Beach Police Department (LBPD) to enter into a no-cost Memorandum of Understanding (MOU) with the Federal Bureau of Investigation (FBI), to access the Jerry Crowe Regional Tactical Training Facility (JCRTTF), in Orange County, CA.
JCRTTF is a firearms training facility that contains a “Live Fire” Shoot House. The live fire simulation creates a realistic scenario that provides physical responses associated with live fire that includes light, noise, and physical tactile feedback, and allows for specific tactics to be implemented. The lifelike environment will allow LBPD officers to properly train and condition to ensure positive outcomes to all involved in their most complicated, high-risk, and dangerous missions.
This matter was reviewed by Deputy City Attorney Sarah E. Green on April 15, 2021 and by Budget Management Officer Rhutu Amin Gharib on April 21, 2021.
TIMING CONSIDERATIONS
City Council action is requested on May 11, 2021, to ensure the agreement is in place expeditiously.
FISCAL IMPACT
There is no fiscal or local job impact associated with this recommendation. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.
