TITLE
Recommendation to authorize City Manager to execute a quitclaim deed to Marina Pacifica, LLC, in order to convey the City's interest in current water line easements and accept new easements at the newly constructed City National Bank branch building, located at 6398 East Pacific Coast Highway.  (District 3)
 
DISCUSSION
The recent construction of a new branch building for City National Bank, located at 6398 East Pacific Coast Highway, required the relocation of the onsite water line.  The relocation was completed with the oversight and approval of the Long Beach Water Department.  Marina Pacifica, LLC, is requesting that the former location of the water line be quitclaimed to Marina Pacifica, LLC, and a new easement be dedicated by Marina Pacifica, LLC, to the City in order to reflect the new location.  The easement to be quitclaimed by the City and the easement to be dedicated to the City are shown on the attachment.
 
The customary investigation was conducted involving public utilities and interested City departments, and there were no objections to the proposed quitclaims or grants of easement.  
 
In conformance with the California Environmental Quality Act, Categorical Exemption Number CE-12-095 was issued for this project on January 10, 2013.
 
This matter was reviewed by Deputy City Attorney Linda Vu on March 26, 2014 and by Budget Management Officer Victoria Bell on August 8, 2014.
 
TIMING CONSIDERATIONS
Council action on this matter is not time critical.
 
FISCAL IMPACT
A quitclaim processing fee of $2,778 and a special purpose grant of easement fee of $2,044 were deposited into the General Fund (GF) in the Public Works Department (PW).  Approval of this recommendation will provide continued support to the local economy.

Approve recommendation.
