TITLE
Recommendation to authorize City Manager, or designee, to execute a Personal Services and Instruction Agreement with Sinjin, LLC, to facilitate beach volleyball instruction on City beach volleyball courts as a recreational contract class within the Department of Parks, Recreation and Marine, for a period of three years, with two, one-year renewal options at the discretion of the City Manager or his designee.

DISCUSSION
In December 2011, Sinjin, LLC (Sinjin), which is owned and operated by former professional beach volleyball player Sinjin Smith, applied to be a beach volleyball contract class instructor within the Department of Parks, Recreation and Marine (PRM). PRM has identified a need for programming on the City’s beach volleyball courts, and a Personal Services and Instruction Agreement (Proposed Agreement) is required to allow Sinjin to instruct on behalf of the City, as illustrated on the proposed contract class listing (Attachment). Under the provisions of the Proposed Agreement, Sinjin would be a contract class instructor within PRM, and recreational contract classes for beach volleyball would be added to PRM’s quarterly Recreation Connection.
PRM partners with contract class instructors to provide over 2,000 fee-based recreational classes to the public each year. These classes are intended to provide educational and/or recreational opportunities for the public. Contract class instructors are selected in an open application process, which is administered by PRM through its Contract Classes Division. Contract class instructors are selected based upon their qualifications and experience, and the community need and/or demand for the subject matter. Contract class instructors must satisfy all PRM requirements regarding reference verification and livescan background checks.
