TITLE
Recommendation to adopt resolution directing the Los Angeles County Auditor-Controller to include on the 2023-2024 County Secured Tax Roll certain levies made pursuant to the provisions of the Long Beach Municipal Code, for weed removal and long-term boarded or vacant buildings in an amount not to exceed $60,134. (Citywide)

DISCUSSION
The City of Long Beach (City) is requesting authorization to collect delinquency charges for weed removal and long-term boarded or vacant buildings. The costs, already incurred, will be collected, as allowed from the responsible property owners on their property tax bills. This batch of liens is for abated properties from July 1, 2022 through June 30, 2023.

Upon approval by the City Council, the Financial Management Department will forward the authorizing Resolution, and the prescribed reporting forms, to the Los Angeles County Auditor-Controller, Tax Division, for incorporation into the 2023-2024 County Secured Tax Roll.

Total code enforcement delinquency charges to be placed on the 2023-2024 tax roll are $60,134, inclusive of interest, representing 21 properties. These are comprised of:

a) Weed removal and cleaning charges including interest in the amount of $26,419 levied against two listed properties (see Resolution - Exhibit A); and,

b) Long-term boarded or vacant building charges including interest in the amount of $33,715 levied against the 19 listed properties (see Resolution - Exhibit B).

All delinquent charges relate to the Code Enforcement Bureau in the Development Services Department as determined by Code Enforcement.

This matter was reviewed by Deputy City Attorney Arturo D. Sanchez on June 29, 2023 and by Revenue Management Officer Geraldine Alejo on July 17, 2023.

TIMING CONSIDERATIONS
City Council action is requested on August 1, 2023, for timely submission to the Los Angeles County Auditor-Controller.
