TITLE
Recommendation to adopt Plans and Specifications No. R-6929 for the construction of Orizaba Park Community Building, award the Base Bid and Alternate Bid Item 1 to and authorize City Manager to execute a contract with G2K Construction, Inc., in the amount of $1,745,000, plus a 15 percent contingency amount of $261,750, if necessary, for a total amount of $2,006,750, and any necessary amendments thereto;
Reduce appropriations in the Capital Projects Fund (CP) in the Department of Parks, Recreation and Marine (PR) by $2,200,000; and
Increase appropriations in the Capital Projects Fund (CP) in the Department of Public Works (PW) by $2,200,000. (District 6)
DISCUSSION
The Long Beach Redevelopment Agency identified Orizaba Park as a highly utilized neighborhood park in need of basic infrastructure improvements and upgraded park amenities. To address this need, the Redevelopment Agency acquired approximately 1.1 acres of industrial property to expand and renovate the park. Construction of the park renovation and expansion was completed in 2011, except for the proposed community building at 2937 E. 14th Street.
On April 12, 2011, the City Council accepted grant funding for the proposed community building from the State of California Department of Parks and Recreation 2006 Parks Bond Act, also known as Proposition 84. The Community building will be a new single-story facility, including a Digital Academy/game room, multi-purpose room and kitchen. The proposed building will be Leadership in Energy and Environmental Design (LEED) Gold certified. A vicinity map of the area is attached.
The project was advertised for bids on March 4, 2013, and bids were opened on April 10, 2013.
