TITLE

Increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $400,000. (Citywide)

DISCUSSION
The Long Beach Police Department (LBPD) was awarded grant funding for the eighth consecutive year for the Selective Traffic Enforcement Program (STEP) grant in the amount of $400,000 from the California Office of Traffic Safety (OTS). The goal of the grant is to reduce the number of persons killed and injured in crashes involving alcohol or other primary collision factors. Strategies will be conducted on an overtime basis. Some of the funded strategies include Driving Under the Influence (DUI) checkpoints, DUI saturation patrols, distracted driving prevention, motorcycle safety, educational presentations and pedestrian and bicycle enforcement operations. These strategies are designed to earn media attention, thus enhancing the overall deterrent effect. An appropriation increase for this grant in the amount of $400,000 is required, which will be fully offset by grant revenue.

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on August 4, 2016 and by Budget Operations Administrator Grace Yoon on August 10, 2016.

TIMING CONSIDERATIONS
City Council action is requested on September 6, 2016, to expedite the use of the grant funds.

FISCAL IMPACT
The STEP grant is currently unbudgeted; therefore, an appropriation increase in the General Grants Fund (SR 120) in the Police Department (PD) in the amount of $400,000 is requested. Grant revenues will offset the expense appropriation and the grant does not require matching funds. There is no local job impact associated with this recommendation.
