DISCUSSION
The Department of Parks, Recreation and Marine was recently awarded a $22,075 grant from the California Integrated Waste Management Board (CIWMB) for the installation of playground surface material at Officer Daryle W. Black Memorial Park.

In January 2003, the City purchased 0.13 acres of property at 2023 Pasadena Avenue for a community-proposed mini-park. The design concept for the park includes a playground, turf, trees, benches, and drinking fountain.

The proposed playground cover will consist of recycled rubber material manufactured from one hundred percent California waste tires, which will be placed under and around the playground equipment. The grant requires a match that represents at least half of the amount being requested. The total cost of the playground waste tire cover is approximately $33,175, of which $22,075 will be covered by grant funds, and the remainder by the City's required match of $11,100. The match funds are included in the City's Fiscal Year 2004 (FY 04) Redevelopment Agency Budget.

This letter was reviewed by Deputy City Attorney Donna F. Gwin on April 19, 2004, and by Budget Manager Michael Killebrew on April 15, 2004.

TIMING CONSIDERATIONS
City Council action is requested on May 4, 2004, to allow the City to begin construction of the park improvements.

FISCAL IMPACT
Project costs for the Officer Daryle W. Black Memorial Park will be covered by the grant funds and additional project funds in the FY 04 Redevelopment Agency Budget. Since the $22,075 is currently unbudgeted, an appropriation increase is required.

IT IS RECOMMENDED THAT THE CITY COUNCIL:

1. Authorize the City Manager to accept the grant funds from the CIWMB for the Officer Daryle W. Black Park Playground; and

2. Increase appropriations in the Capital Projects Fund (CP) in the Department of Public Works (PW) by $22,075.
