DISCUSSION
In 2005 the City was awarded a $1 million federal grant under the Federal Highway Act SAFETEA-LU for the improvement of California Avenue between Willow Street and Spring Street. The street project is directly adjacent to the proposed Long Beach Sports Park (Sports Park) site, and its improvement is a required mitigation measure for the development of the Sports Park. The federal grant has a 20 percent local match obligation before the grant can be accessed.

Staff has negotiated a contract with Post, Buckley, Schuh & Jernigan (PBS&J) for the design and engineering of the street improvements. PBS&J is a nationally ranked full service engineering firm, with specialties in civil engineering, environmental sciences, transportation management and construction engineering. In addition, PBS&J served as the project engineer during the preparation of the Sports Park Environmental Impact Report (EIR), and was recently awarded the design engineering contract for the first phase of the Sports Park. As such, they have specialized knowledge of the project site and can build on the foundation of work already completed.

All of the work to be performed will be in compliance with the mitigation measures and conditions of approval of the Sports Park project, as granted when the City Council certified the EIR in April 2006. The projected cost of the contract is $173,653, which will count toward the $200,000 local match obligation.
