Recommendation to authorize City Manager to execute individual contracts with the following consulting firms for on-call environmental consultant services: CSC Targhee, Inc., LSA Associates, Inc., Matrix Environmental, LLC, RBF Consulting, Rincon Consultants, Inc. and Terry A. Hayes Associates Inc., for a one-year period each in an amount not to exceed $500,000 each, with two annual renewal options at the option of the City; and increase appropriations in the Development Services Fund (EF 337) in the Department of Development Services (DV) by $350,000. DISCUSSION
Since 2003, the City of Long Beach has maintained an on-call list of environmental firms to be utilized on an as-needed basis for environmental review services. The current on-call list was authorized by the City Council in December 2008. The firms on the list have contracts that are in effect from January 1, 2009 through December 31, 2011, with each having a not-to-exceed contract limit. During the past three years, these firms have prepared environmental documents under City staff supervision for projects proposed by private developers. In addition, they have prepared environmental documents for projects proposed by the following City departments: City Attorney, Community Development, Development Services, Parks, Recreation and Marine, Police, Public Works and the Redevelopment Agency.
The environmental services consist of the preparation of information documents that analyze the environmental impacts of proposed projects. Typical documents include: Environmental Impact Reports (EIRs), Addendums and Mitigated Negative Declarations (MNDs) prepared to comply with the California Environmental Quality Act (CEQA), and Environmental Assessments (EAs) and Environmental Impact Statements (EISs) prepared to comply with the National Environmental Policy Act (NEPA).
