DISCUSSION
The City of Long Beach, Department of Health and Human Services, Animal Care Services Bureau has provided animal care and control service to the City of Cerritos since 1989; the City of Signal Hill since 1992; the City of Seal Beach since 1999; and the City of Los Alamitos since 2001. Under separate Agreements with each city, the City provides full field and animal sheltering services to the cities of Cerritos, Los Alamitos and Signal Hill, including impounding and housing of animals, enforcement of animal control regulations and dog license canvassing. The City also provides full field and law enforcement services and dog license canvassing to the City of Seal Beach, but transports animals impounded within the City of Seal Beach to that city's shelter.

Agreements with all four cities will expire June 30, 2010, and the Bureau has negotiated increases in these agreements that provide for full cost recovery. Long Beach residents will not be adversely impacted by the new agreements and the level of service provided by the Bureau to Long Beach residents will not be affected. These agreements generate important revenue to offset shared operating costs.
