DISCUSSION
At its meeting of January 7, 2014, the City Council approved placement of Measure A on the official ballot for the April 8, 2014, Primary Nominating Election (PNE).
 
The Elections Code further requires the preparation of a "ballot label," which is a condensed version of the ballot title and summary, and must be fewer than 75 words.  In accordance with the Elections Code and in preparation for the printing of ballots, the City Clerk Department recommends approval of the following ballot label:
 
"To protect City services such as 911, police and fire, parks, libraries and public infrastructure, shall the City of Long Beach impose a general tax initially set at 6% of annual gross receipts, but not to exceed 10% of annual gross receipts, on medical marijuana businesses if legalized, with a tax on cultivation sites initially set at $15 per square foot annually, but not to exceed $50 per square foot annually, with an annual CPI adjustment?"
 
TIMING CONSIDERATIONS
With approval of the suggested action, printing of official ballots will commence.
 
FISCAL IMPACT
The FY 2014 Budget contains appropriations for the 2014 PNE.
