TITLE
Recommendation to adopt resolution authorizing City Manager, or his designee, to apply for a CalRecycle grant from the Department of Resources, Recycling and Recovery in the amount of $250,000, for the use of Rubberized Asphalt Concrete. (Citywide)
DISCUSSION
The Department of Resources, Recycling and Recovery (CalRecycle), offers the Rubberized Asphalt Concrete Grant Program to promote the use of rubberized pavement products derived from recycled California generated waste tires. Under the grant program, cities are eligible for reimbursement of the cost differential between conventional asphalt and asphalt made with recycled rubber tires. Maximum grant amount is $250,000 and would apply to eligible repaving projects initiated after grant notification (estimated to be May 2011), and completed by April 2013. The City already uses rubberized asphalt on most of its street resurfacing projects, and this grant program will offer an opportunity for reimbursement for a portion of the project costs on these projects. The grant application requires the adoption of the attached resolution, which must be submitted to CalRecycle by March 18, 2011.

SUSTAINABILITY
Using rubberized asphalt on street resurfacing projects diverts from landfills up to three tires per ton of asphalt used. With typical projects placing hundreds of tons of asphalt, the number of tires that get diverted and re-used can be significant.
TIMING CONSIDERATIONS
City Council action on this matter is requested on March 15, 2011 to insure that the City meets the grant application deadline of March 18th.
FISCAL IMPACT
